I am commenting from the inside of HALC I was hired as a Section 8 specialist by Kathy Kowtko I was told that this position would take at least a year even with training to get all of the information down I was also told on my first day that Robyn Cole was going to do my training Then 2 months in with no training I asked for some of my work to be scaled back as it was very overwhelming That work was never held back and I was increasingly making mistakes big ones that I didnt understand One day after work Robyn Cole had gone home so I asked Kathy a question When Robyn Cole found out the next day I was totally cut off from my trainer Following this my coworkers were afraid to talk to me because Robyn Cole might turn on them So that left me with no one to ask questions not Kathy Kowtco Robyn Cole who created a hostile work environment and definitely not my coworkers I loved my job I tried so hard to figure things out on my own I was going to work and being silent all day Some days no one spoke to me in 7 hours I guess what Im trying to say is that if youre thinking about working here please understand that you will be required to know everything and that if you find yourself on the receiving end of Robyn Coles hostility plan on spending all your time trying to learn by yourself and still getting let go after a few months Do not love your job because it wont be there when you least expect itnnIt has also come to my attention that good employees at HALC have been on the receiving end of Robyn Coles hostility and have been let go or have quit because of it When I was initially having problems with Robyn Cole Kathy said Robyn is not happy in her position and that as bad as Robyn Cole was she had gotten a lot better lately so I dont know how the other employees stayed for 2 hours let alone long enough to deal with her for any length of time

All roommates must apply be approved and sign a new rental agreement before they are allowed to movein NO SMOKERS Due to past issues with smokers failing to follow the rules causing significant damages to the units and disturbing the peaceful enjoyment of other tenants we no longer rent to smokers Visitors must smoke off the property Tenants are encouraged to report all violations of the rules YES animals are allowed but must be preapproved before applying There is no size or breed limit on dogs however we generally only allow 2 animals per unit and only one dog per unit but we have made exceptions in the past to the number and types of animals on a case by case basis Absolutely No rodents vermin snakes ferrets birds or large aquariums All animals must be over 1 year old and must be completely housetrained All animals must be SpayedNeutered and proof submitted before signing the rental agreement ALL tenants with animals are required to carry Liability Insurance for their entire tenancy Liability insurance is different from Renters insurance which only covers the tenants property as it covers pet damages to the unit property and persons should anyone be bitten or scratched To have your animal preapproved prior to submitting an application you must 1 submit a recent colored photo of each animals 2 Provide a description of each animal AgeDate of birth sizeweight breed colors hair length etc AND provide a written numbered response to each of the following3 Tell us where the animal is while you are at work or away from the unit 4 Tell us what is the longest period of time the animal would be left home alone You will receive a response yes or no and those approved will be sent a copy of our Animal Agreement to review before applying just so they know what is expected HUD Yes we accept HUD aka Section 8 and other Low income housing assistance program DRIVEWAY AND PARKING LOT FOR TENANTS ONLYThe parking spaces are assigned to each tenant The tenant pays for the parking space just like they pay to rent their apartment and no one has a right to use or block their parking space We make sure all tenants are licensed to drive in the State of Oregon and that their vehicle is owned by them and is properly licensed tagged and insured in the State of Oregon We write in all our ads that visitors coming to view the unit must park on the street There is a full sized Stop sign at the driveway entrance that states it is tenant only parking We have had personsvehicles that have violated our rules and therefore the law whoblocked tenants parking spaces sometimes refusing to move their vehicles because they say they will only be there a few minutes parked across the driveway or in the driveway in no parking areas blocking the ability for anyone to enter or exit and blocking the accessed to the dumpster so it could not be emptied back their vehicle into the building stairs deck supports dumpster fence and lawns causing damages struck tenants vehicles while pulling into or backing out of the parking area Every driver was in violation of the law either because they entered the driveway and therefore trespassed on our posted property andor because they failed to contact the owner and report the damages they caused Every person we ever caught and contacted or had the police contact on our behalf LIED and claimed they had not caused the damages They were all embarrassed and some became very angry and hostile when they learned they had been caught on security camera causing the damages Every one of them had to pay for the damages they caused or for the sanitation department to make an additional trip to empty the dumpster They were all told not to apply to rent from us because we will not rent to them We will note and save footage of anyone illegally parking on the property with any applications received around the same time and the people who left applications and will deny their application There is no excuse for illegally entering or parking on the property none and if they can not follow the rules or the law as a potential applicant we do not trust that they will follow the ruleslaw as a tenant more ... hide ...
